IPTV stands for "Internet Protocol Television" and for the end consumer it looks like any other TV service. The difference between IPTV and other types of television, is the way the "TV signal" is transmitted. It uses IP (Internet Protocol), the same protocol that delivers the information over the Internet. That's enough to realize that you can send (broadcast) your "TV signal" anywhere you have a decent Internet connection. To get to see TV over the Internet though, the original signal broadcasted by TV stations needs to be converted in a digital format, sent over the Internet and in the mean time compressed, to use the smallest amount of bandwidth possible. That's were the encoder's part comes into equation. The encoder will take the analog or digital signal from an antenna cable or a satellite dish and by using compression algorithms like MPEG will convert it into a digital file that will be sent (streamed) over the Internet by an array of computers (streaming servers). Once the signal reaches your home it will be converted by the "Set Top Box (STB)" into a signal comprehensible by your TV set.
